There are limits that are algorithmically based, but the chances of you hitting those are extremely low. As your SteemPower (authority) builds, those limits increase. There is a limit on your ability to upvote, it's called "voting power" and it decays with each vote and rebuilds with time. You get 20% of your voting power back each day. So if you blow it all at once, it will take 5 days to get back to 100%.
You should not use other peoples' content without substantially adding your own value to it and giving credit to sources. It's not enough to copy/paste and add attribution. There are bots that people have made which attempt to locate copied content.

There is no "minimum payout." Basically, you write a post and people vote on it.
If you get votes worth money, then that money will be paid to your account in STEEM. That STEEM then makes your account more influential. You can choose to take that STEEM out of your account and turn it into your local currency, but if you do, then your account's influence drops by the amount you take out.
You also earn by "curating" content (voting and "resteeming" good content). It's important to not vote on content that has already gone to the moon. The first vote on a post gets more of the payout than the 2nd vote, which gets more of the payout than the 3rd vote, which gets more of the payout than the n.. vote.
