I pay for Facebook ads with vcc no problem.

Facebook ad accounts are one of those weird things. A facebook account is easy to make. You can buy them farmed and aged for a year for $2 with 200 friends, etc.

But facebook *ad* accounts that actually work and will scale spend seem pretty hard to make reliably. They cost anywhere from $800 to $1500+ or typical JV's for 25% to 45%.
You will need real credit cards, not vcc's or virtual cards. (If you do need a vcc for another purpose, cheapvcc.com is good).

And you need quality ip addresses. Residential providers are out there, but not many. And they are pricey. Affiliatestealth.com is a popular one. Good product. Resvpn is another, but you only get one ip and it's sequential, and iaps is another, but they fake their datacenter ip's to look residential. Also luminati, but it's pricey and they mix datacenter ip's in.

People with money don't have all that time to waste.
Some sellers such as myself sell accounts that are real with real payment methods (no proxies and vccs bullshit), those things don't come cheap and you need to know a lot of people to pull it off.
I would even argue the accounts aren't expensive enough. A couple of years ago they were way easier to get and would cost thousands each.

Farm fb account wont work, and to set up a network where you gather real fb accounts, where you can locate people when you have issues, using real unique CCs costs lots of money.

Farming new accounts takes time, money, and resources. It is a skill set that is required, with having the proper tools in place as well. Its not an easy task because everything has to be done just right and there are many pitfalls in the industry and all it takes to destroy a 3 month farmed account is one fuck up.

1)It depends on the seller, some offer attached payment methods, but there is usually a fee to load the account.
2)You can definitely use ad accs in india to run ads in US, just target using your ad manager when creating the ads.
3) There is no "real" criteria when buying ads accounts, but take note, those PVA $5 accounts are NOT good for ads, good Ads accounts cost anywhere from 500$-1500$ or offered as JV for anywhere between 25-40% of profit. Considering there are many variables when doing advertising on FB, how long it lives not only depends on quality of account, but your ad copy, the payment option you use must not be blacklisted, you need to use good cloaking if running Black Hat ads, and proper proxies, but those are usually given with the Ad accounts you buy as one package.

Good ad accounts are not created in a day, they are farmed over a couple of months with consistent activity that makes it seem like a real person, there are ways to make accounts stronger, combine the time needed, the expertise and the money needed to have proper proxies running for a few months, this makes ad accounts worth their $500-$1500 price tag.

Let s say if someone offer a premium ad account for $500. he is already add in that account a certain amount of money to run ads? Do they create new credit card to pay everytime they use a new facebook ads account?.
I am a software engineer and recently know about this field. I notice that many of my knowledge can be used to create facebook accounts, automatically post status, add friend, change profile pic...etc all done in Python Code. I have success register 1000 facebook account and currently in testing period. So far 10 account got banned when I run the auto change profile picture Script. I think with time, i will be able to master this art.

Usually 500$ accounts dont have any payment methods in it , accounts that cost about 800$-1500$ typically have spending done on them and have the ad threshold raised to $250 or more, this is done with unique credit cards, remember you can't use VCC or the same credit cards on multiple accounts as facebook will ban. Account farming will take time to learn just like anything else, always test test and test before putting them up for sale.
