Anyone know if it's still possible to submit sites to Baidu from outside of China?

My site was verified and everything is good in the Webmaster tool. Last night, It asked me again to verify again..... Why? Also, verification using the HTML tag failed which is the method I used to do in the past with no issues... Any ideas?
