Anyone know if it's still possible to submit sites to Baidu from outside of China?

Baidu also has a webmaster management tool similar to google webmaster, but you need a Baidu account, and registering a Baidu account requires a mobile phone.

I know but they don't allow registration with any phone numbers that aren't mainland China, Taiwan, Hong Kong or Macao. I have been looking for a workaround.

You can buy a ready Baidu account or rent a phone number for verification,
don't get stuck, you don't have to make everything done according to the rules
