commission junction help

I think Commission Junction looks for famous website before approving someone on their network. So I want to know that how can one get approval from them without a famous website.

Do you guys know if it is okay to operate multiple CJ accounts (each belonging to different person) on 1 single website? When registering on CJ, for example, can my friend fill in the details of my website that I am already using for CJ? Any ideas on this? Thanks!
