Youtube Videos Monetization

Hey guys,

Is there an expert in Youtube here? The question is, is there a way to just download a video from any channel and start monetizing it? I am talking about videos from the so-called public domain. Where I come from there are tons of classical tv shows that were uploaded by Youtubers and getting millions of views, I am sure there's a way to be able to re-download the same content and upload it again but how can I make Youtube think it's original content to start monetizing them and not get a copyright strike on the videos? because at this point, they're basically nobody's videos!
Also, is there a program to schedule Youtube uploads?

If the videos are from the public domain, have no copyright restriction, so you can't get a copyright strike. The question is, are you sure those videos are in the public domain?
If someone else uses them and has monetization enabled does not mean the videos are for the public domain... so before anything else, make sure you have the right videos.
About scheduling, you have this option straight on your youtube pannel, when you upload the video... You can upload a bunch of them, and schedule them the way you want.
