YouTube shorts takes a lot of time to grow. Consistency is the king. Quantity do matter nowadays. Posting couple of shorts doesn't work. I started a YouTube shorts channel back in Jan 2022. I haven't tried promoting any offers yet but looking through it. I am trying to avoid promoting CPA for now and focus on promoting my own business, other channels as well as offer shoutouts.
My shorts channel has over 57k subscribers, with a total of 52 million views so far. 1.2k Avg. daily subs growth, 0ver 900k avg. daily views. For last 28 days my channel received over 30 million views.
I just kept on posting. Increased the quantity. Used Google Trends as a tool for posting contents. All I did was post. That's all, never used SMM panels. Now I am running 2 more shorts channel and they are growing well. I don't use any tools. I work manually all it take an hour a day to post on all 3 of my channels.
Keep on working. Never give up.

maybe by uploading 10k-15k per day you should be able to make your own version of YouTube. lol

Sometimes your can IP can get flagged for many reasons it can affect your uploaded shorts.

Youtube Shorts is going through some adjustments and expects things to worsen with time.
Please understand that Youtube, Google, and all other Google properties are using artificial intelligence and machine learning to tweak their algorithm based on actual user behavior.
What you described is all too typical, you do well, in the beginning, getting free traffic from their properties but pretty soon it drops down to zero.
Why? The system learned.
So you can play this game in one of two ways.
You can market in a more legit ar accepted way using Youtube and believe me, there's a ton of traffic you can pay for.
Or you can engage in an arms race with Google.
This is what a lot of blackhat marketers do.
They burn through tons of domain names and pages as they adjust their strategies to stay one or two steps ahead of Google.
But given the tremendous amount of resources Google invests into machine learning and artificial intelligence, it's probably a losing game.
Please understand that Youtube, Google, and all other Google properties are using artificial intelligence and machine learning to tweak their algorithm based on actual user behavior.

Frankly, I don't understand the relation of shorts views on youtube with proxy or browser.
I use shorts videos to gain subscribers to my channels. and I am quite satisfied.

I don't believe they count towards watch hours.
1st rank on SERP says:
"Do Shorts Views Count Toward 4,000 Hours Of Watch Time? When asked if views of YouTube Shorts count toward the 4,000 hours of total watch time, it's confirmed they don't. However, YouTube does have a “Shorts Fund” enabling creators to make money from Shorts videos only."
