Wordpress beginner question with design

1. Hire someone to design me a theme (too expensive I think)
2. Trying to find the perfect theme in the internet (could take a lot of time regarding my specific idea)
3. Build my own theme. I have access to Elementor pro, but I'm not sure if that is the right choice?
