Yes.
When you reach 15 posts, you will see a yellow button appear at the top of your inbox with "Start New Conversation" - this allows you to send a private message to another member.

You already meet all the PM requirements as you have more than 15 posts and your account is more than 30 days old. If you are having trouble finding your inbox or replying to your private messages, here are the steps you can follow:
1. On the top right corner, you will see an envelop icon, click on it:
After clicking the icon, click on show all (or double click). You'll now have a list of conversations, click on one of your conversation and scroll down; you will see a message box that says "write your reply" -
Write your message and click on post reply. However, please note that you can't send a message if the conversation is closed.

There is no 30 days limit for the PM feature. The only requirement is 15 messages.

Oh I see, I remember reading one of Damien's post in that specific thread when I was just starting out:
Seems like the limit has been only changed to 15 posts.

I joined BHW in 2007 and had a substantial no. of post. Then at one point BHW went on some version upgrade or sort of purging because of which I was reassigned a newbie status. Then, I got involved in some other occupations and remained absent for long. Now, as I returned, I found that I can't even PM other members. Well, Rule is Rule for everybody. I am starting a new journey. Thanks for clarification
