Give it some time and check again in few hours. Just remember: don't try to sell anything via PM or your account will be banned in no time.
 
I'm new here, i posted a thread on Hire A Freelancer looking for somebody to create me some fresh Twitter accounts - a couple people messaged me, but i'm getting modal windows telling me I can't reply to them - i'm not doing anything wrong, i'm just discussing what I need and the payment method. please advise. thanks

How long does it take to get the ability to PM or email. I hit 15 and nothing is there. Is it 24 hours?
 
I have 15 posts but still cant send a private message. I want to contact a seller on here to buy from him... Not a robot or am i anyone trying to sell anything. I am also a member since February.

If you want to contact a seller, you can write a reply on his sales thread.
Regarding the 15 posts limit - the PM feature does not get enabled right away. It may take few hours or maybe even a day.

It can take few hours up to a day for the limitation to be removed from your account.
Just remember, don't try to sell anything via PM as you are not allowed to do so.
 
Same here, I'm not able to answer the client for two days now. not sending message
