Is it still possible to grow without already having authority?
 
Small sites always struggle because they don't have authority. Google don't care about your content. All it cares about is backlinks and authority. If traffic is priority try ranking on bing and yahoo for high volume keywords.

Sure, authority is helpful but I have seen small site grow by being laser focused on one niche than of covering everything. Build momentum with some topical wins and gud internal linking until the bigger keywords are doable.
