Because there meta data.
They control the meta data needed to correctly setup your indexing correctly.
Some people don't even use them.
All i no is i have always used them as good seo practice.

Well its quite obvious and we all know its not a ranking factor anymore in google but there is no harm using them, it always helps search engines to ensure that how relative your content is.

So many meta tags, that must write fat book for all them. If you mean meta description and keywords - they have not SEO impact in google.
Writing meta description in the meta tag or adding the same text in the vissible content in the body of the page have not difference. It may only help to increase the CTR rate if writen eye catching enought.
Using meta description is still recommended for bing and yahoo - if you go check bing webmasters tools, you will find SEO analyzer (beta) - they will check meta description lenght and will tell you if it is too long, means it have impact there.
Some small search engines still using meta keywords. So if you submit on them for 1-2 monthly visitor, use the meta keywords tag. Keep in mind that they may have negative effect as well, so I recommend to not use this tag.
