Whole website again removed from google!! Need Advice

And to solve the issue instead of changing domain i changed the site's structure and everything went fine. From a few days site started to gain traffic again but now someone again submitted dmca request to google with new URLs (but same content which was takendown before, most probably the same guy who did this before did it again.) and my whole website got removed from google again.
Now what should i do? Change Site Structure Again? Change Domain? Or should i forget about removed URLs and focus on posting more?
Some prick is specifically targetting my website so i don't know what to do.
Help me guys.

There's already one dmca page but it looks like the reporter isn't interested in using it.
Funny thing is they even removed dmca and contact us page from google.

Man google is a bitch nowadays, they remove anything regarding to DMCA without any check, so is hard avoid this. Is not about hosting, or changing the domain, they will come back anyway with DMCA, so, is hard nowadays with niche websites and small amount of content, I personally I'm doing only general adult sites with huge amount of content.

I get DMCAs left right and centre but google is kind enough to inform me of the URLs so I just change them and report the claims as an error. Haven't had my entire domain report.

Are you include the page in your sitemap.
