Paypal might've flagged it as a suspicious transaction for one reason or another. If I were you, I'd try to resolve it by 1) providing the information 2) contacting support (although PayPal support... ugh), or else it might just bring you grief down the line.
I mean, is everything working? Did you click "resolve or check status" and see what it says? Try it out and get back to us...

i've try to resolve it. its ask my passport and utility bill. i have my passport but haven't utility bill on my name !! what should i do now?

If you have phone bill/contract it will work as well just make sure your ID and your phone bill/contract have the same address on them. Basically anything that can verify your address will work.

Try calling them. Ask them. They better know. It won't disappear even if you refund the payment.
I suggest you send them your bank statement and see what they say.

As far as I'm aware once you are asked to provide those you have no option to avoid it. You need to provide the necessary information.
If your bank statement have your address shown on it you can use it. Generally what they are looking for, is any kind of an official document that have the same address as your ID, so that they can verify that the ID is real and that you aren't doing something illegal.

Try it and you'll see. Worst case scenario: they won't approve it and will still ask for proof af address/utility bill.

utility bill means electricity, water bills. You dont have that ? and you are still alive. You get water from river ? and get electricity from kites ?

Hello everyone, I had called Paypal support they said to me to submit my documents then wait for their response and it will take two or three days. I have lots of money in my Paypal account so I don't want to take a single risk. Thats why i refunded that payment. Thank you so much for your help. I appreciate it.

Did the limitation to your account got removed after you refunded the money?
To be honest, you really need to prepare these documents because if I'm not wrong the reason you got asked to verify your address is not because of the transaction you did, but because you reached the treshhold at which PP asks for these documents.
I don't know the exact number, but for EU is between 1800-2500$. Once your account has received that amount in under an year(or total can't remember) you get asked for these.

It got accepted for me within a day when my paypal was limited.
