If you trying to rank a new site then its hard to get ranking with just few steps..make some KW research and get quality links to low competition Kw's and focus on ON-page SEO techniques,make sure you getting links from spam free sites and using unique content relevant to your niche..nothing happens over the night wait for sometime and keep updating links..few methods as you can make drip feed links,homepage posts,getting social signals etc.,.
 
If you are new to SEO, better you can optimize your on page of your site before you go with link building. There are lots of paid and free tools to check your site such as SEOoptimizer,SEO sitecheckup and woorank which will provide you the basic(you can get detailed information with paid versions) information and issues of your site so you can find and fix the issues with the help of these tools.
Make sure that your page speed and Is your site is mobile friendly. You can check the page in such tools pingdom,pagespeed insights etc.

One of the most important things you have to do before get into link building is KEYWORD RESEARCH. You have to choose the best KWs with decent competition in your niche. My suggestion is to concentrate more LSI Kws that helps for ranking. Try to rank more number of LSI KWs which are not used by your competitor.

You need to do on page and off page seo properly. But it is better to target direct traffic rather than ranking.
 
First, you need a low competition keyword, quality content and proper ON-page SEO. After seeing little progress by doing these things then go for Link building. Guest post (authority sites), social signals will fetch you good results.
 
It will take some time for you to rank your website. Go slow with the links and if you have good budget, you can go for PBN links.

For me it starts with proper kw research. If I've decided on it, then next step is site development and on-page. Decent hand-written content, several pages, blog maybe... website fast and optimized (ssl, mobile, meta, schema etc). Then start with slow link building (PBN, web2.0, socials) on tier 1. From there it's analyzing changes and adding more links, content and socials, converting traffic and making the content valuable for ppl to share. Your title is a good clickbait but for a commercial kw that people search for, it's veeerrry hard to get to #1 in a short time frame. You need to get a lot of attention and good backlinks for it. It's more possible if the time frame is longer and decent budget, or just find low-comp long-tail kw's that bring less traffic but can be ranked even with good content (+ some links).
 
People ask such question like someone going to tell his secrets ? The only option is to find the answer yourself.
 
Buy an aged Domain with clean history and quality links, preferrably in the same niche as previous website was.

Together with propper low comp. KW research and quality Content (On-Page SEO) you should rank.

Nobody will ever give you their currently-working formula unless you are willing to pay a reasonable amount of "investment".

Having said that, here's what happened a little bit too frequent:
  1. You dig deep enough on this forum, you find some gems. Ironically, you won't believe that the gems are "just that simple".
  2. You will ignore them and still wondering if there is a super secret method that "seems complicated enough".
  3. You'd prefer believing in people who tell you "obscure methods".
  4. You'll end up dissapointed when things don't go as expected.
  5. Back to number 1.
 
There are no secrets ... Good Keyword Research + Long article with proper on page optimization + Building backlinks better than competition + 6 - 12 months = Rank :)

Now the right question is, can you do each step correctly ! This is what differs who makes nothing from making xxx/day

Some Tips :-

1 - Building Backlinks needs very good chunk of invest
2 - On page optimization is so tricky
3 - Keyword research is an art, not science

Conclusion: SEO isn't the right first choice for newbies anymore
