Google's updates work the same as any software development process... Okay ...I admit their budget is above average... ;-)
But still, they can't test every search result before every update... Probably they have some automated and manual ways to test their most important serps... Anyway must be hard to test all 100 billion searches for every update they roll out. So probably after every update some unexpected stuff can still happen.
I remember after the famous penguin updates some very spammy weight loss products (pills) hit the top 10 for important weight loss searches... I guess they needed to roll out another fix or their AI just fixed it by itself because it also disapeared quite quickly.
