I'm a web developer and in most cases I would not recommend buying a shared hosting. They are usually slow, even the "turbo" options.

Try finding a cheap VPS. You have more control over it.
 
Never had a issue.

IMHO for 90% of websites you won’t need anything more substantial than that. Unless you start to get into really high volume traffic or resource intensive php scripts you should be fine.

usually it’s best to start with shared hosting package. Then upgrade as needed. No need to throw money away on a project that might never bring you any financial return.
 
fair enough. But is that for a managed service? Because for people just looking to quickly get a project going it can be a hassle for them to set it all up etc.
That is true. It's unmanaged and you need to install everything yourself.

I mentioned VPS because a WP website with Woocommerce and a few plugins can eat up 2-3 second loading times on a shared hosting. That was my experience. I've tried quite a few and my clients have used many providers.
 
It depends. Not all shared hosting are bad. There has few good providers.

You are right. However, you have the option of not using cPanel. Either use a free solution or learn shell basics and do everything via the terminal.

If you choose to use cPanel, the cost of a license goes down with more installations. $15 for 1 vs $30 for 30, the last time I checked.

It really depends on your website. As it was mention above... shared hosting is a good options for 90% of the sites.
For the vast majority of micro niche sites shared hosting is enough.

That's all good and well.....

But expecting most people(especially newbies) to manage a server, install panels and maintain it is just not feasible. For someone who is new to all this it might take weeks,
It makes more sense to just get a cheap shared host and get there project off the ground.

What type of hosting is best to opt for hosting a WordPress blog with a Woocomerce plugin and a lot of affiliate links?

You should have careful when you say "you have more control over it"

And the know-how to do it? If he doesn't understand how to install LAMP, Security? Is not a bad idea. But before recommending that, you should advise that require knowledge.

He didn't mention budget and knowledge can be bought / outsourced.

Your argument is very specific. Nitpicking

Objectively I always recommend VPS over shared hosting.
