You need to change the order a bit.
Good onpage seo -> taken authority sites links -> Only quality links pointed back to landing page

Well I`m usually using SEO PowerSuite for that - with RankTracker I check the Keyword Difficulty as I said - to see whether the top pages are winning in terms of links or good content. And then, depending on the results I either check the link profiles in SpyGlass to see the sources, or WebsiteAuditor to see the insights of the content optimization. At times it also helps to find various topically relevant keywords I`ve missed. Then I`m just trying to make use of that to improve my pages.

One of my site was stuck like this, it was in competitive niche with lots of google advertisers. It took 1 year to get page 1, it was stuck at page 2 for 12 months.
