Depends where you are at compared to their servers. Location is key on your traffic audience. However if your website is in another country across the world this will cause it to appear "slow"

If your website is loading slow then you will need to check the traffic on your website. If you have high traffic on your website then you should have high bandwidth allocation for your website. As well as resources and CPU too. Also basic thing for loading site fast is, make sure you have optimized script, code , images and databases.
Also you can use the CDN (CloudFlare) if you have the static site.

A few things to look at. Where your server is and where your customers are. Is your site optimized all the way. If you are on a shared server is it over sold.
