You can always use Web2.0 for driving referral traffic. It can also lead to some quality links but dont count on it much.

So far everybody said that web 2.0 are black hat because the action of manipulate ranks its obvious, you dont create web 2.0 to write poetry there. If Google TOS says it's not legit, it's not, it depends on you either you want to go this route or not.

really depends on how you can use it for marketing/seo and ultimately conversions. All white hat seo's use blackhat and vice versa.

Not entirely sure, but OP probably chose this thread topic because they knew it would spark a lot of comments and be pushed to the top of "recently posted" list. OP chose to bold those words so this thread would appear higher up on the search engines, therefore he gets more traffic and his signature is clicked on more.

I'm pretty sure they know the answer.
