Twitter staff are the people who verify a Twitter's account.
Therefore common sense should tell you that no amount of money will get your account verified, unless there's somebody who knows a Twitter employee who will do it and don't mind risking their job.

No upfront payment, only a scammer would require that.
You need to prove yourself.
Duffers is a trusted member, get him verified and he will pay you on completion.
Then you will have more orders than you can deal with.
But I personally, just think you are a scammer.

Not Everybody can have that.... As per Twitter - Verification is currently used to establish authenticity of identities of key individuals and brands on Twitter.
So in simple words that cannot be done.....

It's obviously a scam, who in the world would accept 200 if the buyer are willing to pay 300. and 200 is really a low price for that.

if you can really do this , do it without any upfront or something to prove your service.
