Twitter staff are the people who verify a Twitter's account.

Therefore common sense should tell you that no amount of money will get your account verified, unless there's somebody who knows a Twitter employee who will do it and don't mind risking their job.

They have some or the other criteria to give a Blue Check mark on a Twitter Account...
Not Everybody can have that.... As per Twitter - Verification is currently used to establish authenticity of identities of key individuals and brands on Twitter.

So in simple words that cannot be done.....
