VCC & VBA worked, but cant accept/send PP funds...

So the VBA and VCC worked great, BUT now i have a PP that is verified but i cant list eBay items OR access money at all in it still... I called paypal's customer service, they said they needed verification, changed their tune and said oh i guess you dont need to be verified i'll fix that for you. and a couple hours later nothing. alll i got during the hour was an email saying still have a Paypal with $50 hovering in it that i cant accept OR send... help?

PP errors
1. 'We weren't able to set up preapproved payments at this time.
2. Your bank xxxx and your credit card xxxx were not approved for prepayment.

Are these bunk? they connected no problem and seem legit... The PP support employee literally told me they would 'fix it'... hours later. I can do everything but ACTUALLY USE it to send/receive...

You have a VBA and a VCC attached and want to know why you can't set up pre-approved payments?

Yes. Its requiring me to either get PP cash or send money to my bank. Neither of which is an option. How do I actually activate this? I feel like i've jumped through every hoop there is.

You cant use fake info anymore to accept payments so there is only one solution. It's not hard to think of what it is.
