Wordpress is like $10-12 a year... wayyy cheaper than any SEO hosting
It's $99 a year on the main site. Is there somewhere you have to go to get it at $10-12?

As everybody mentioned get unique IP's.... Blog farms are the way to go frankly as google is getting smarter and smarter on a daily basis. So get hosting with different C class IP's
OR... you can setup wordpress.com/blogger accounts and associate a domain with the blog.
In the end the 20 websites you would get would all have c class IP's and you dont have to worry about a thing like host management etc

Why it's better for seo to associate a blogger account to a domain?
Even if I have privacy on those domains i still have to have different information on each and everyone of them? Well godaddy wont let you put a different registrant name on every domain that you purchase.Just keep in mind, to use your domain nameservers & change the domain registrant a few times. .
I have purchased these domains coz i dont want anyone else to get them.
yes it does work very well....if you know what you are doing.
You will need:
1. Different ip's for each website
2. Private domain registration
3. Avoid any footprints
