Google updated the Google Local Guide points policy that can help local business in local SEO. Each local guide can make his own list of businesses he likes and each list will give him 10 points.

Lists on Google Maps are the easiest way to share recommendations of places you love, and now you can earn 10 points for each list you create and make public. Plus: Earn 5 bonus points for helpful details, like a description of your list theme, and notes about each place. Tips below!
This way google is offering perks to peoples and they will use this as a factor to rank GMB's based on how many people add specific GMB's in their lists

Create a list of places
In Google Maps, you can create a list of places, like your favorite places or places you want to visit.

• Click Menu

  Saved.

• In the bottom right, click Add

• Enter a name and description.

• Click Save.

Save a place to a list

1. Search for a place or click it on the map.
2. Click Save.
3. Choose a list. To create a list, click New list

4. Optional: To remove a place from a list, click Saved
   
   click the list.

See your lists

1. On your computer, open https://www.google.com/maps/.
2. Click Menu
   
   
   Your places
   
   Saved.

Edit or delete a list

1. On your computer, open https://www.google.com/maps/.
2. Click Menu
   
   
   Your places
   
   Saved.
3. To erase a list, tap More
   
   
   Delete list.
4. To edit a list, at the top, tap More
   
   
   Edit list. From here you can:
   • Edit the list: Click the name or description you want to change.
   • Add notes: Click the box below the address. You can add up to 4,000 characters.
   • Delete a saved place: Click Remove

Your changes are saved automatically. Your comment appears in your saved list below the place.

Complete your list
Lists that have the attributes below are eligible to be featured (featured lists can appear in the Google Maps Explore tab and other places across Maps & Search). To complete your list:

1. Make a new list with your own title.
2. Add description about the list.
3. Add at least 4 places.
4. Add descriptions about each place on the list.
5. To publish your list, click More
   
   
   Sharing options
   
   Public.

Note: A list can also remain private by toggling "private" so only you can see your list. To toggle your list to private, next to your list click More Sharing options Private.

Hide or share lists

1. On your computer, open https://www.google.com/maps/.
2. Click Menu
   
   
   Your places
   
   Saved.
3. Next to the list you want to share, click More
   
   
   choose an option:

Follow a list
If you follow a list made by someone else, their saved places will show up in Your Places. The places also appear as suggested locations in Google Maps.

1. Open the list.
2. At the top, click Follow. This list will now be added to the group of lists you follow.
3. Optional: To unfollow a list, click the list
