You have to edit your cloaking file, and define the WH page as /w.php and the BH as /b.php

The main idea is how to setup a cloaked campaign, not what you have to choose.
even if I put the tracking code in the code of the white page site? Google won't see any traffic, is that OK? (I'm run in traffic and not in conversion)

It's like sending people to yourwebsite.com/product1 and you promote for yourwebsite.com/product2.
So, it's not a problem for Google if you don't receive any visits to the WH page.

Do you have any suggestions to get clicks soon in google! there are campaigns for which i am waiting clicks for more than a week , i did all kind of bid strategy and keyword changes, but still i am not getting any clicks.

Check your payment method, or check the campaign settings and the GEOs you targeting. If everything is good, try to pause the campaign and resume it again.

You can use one of them as a main cloaked site, you have to setup the cloaking file and define the WH index file as w.html inside the cloaking code, and the BH index file as b.html.

UAs are of a little importance as they can be easily spoofed (even you could do it). One thing to know about the white page is what type of technology is it using to get traffic data and take the decisions accordingly. If on that web domain there is js querying an external site the cloaker is busted.
