Thanks @MikeyMikey13, I've looked into fiverr as well but I'm not sure which gig is trustworthy, also i would rather do it myself. I've found a few lists of wikis where I can do the posting but most of the links within it are dead or invalid. Is there a trustworthy source for these links or a way to compile my own list?
@LatteGrande I've the articles, I just need to post it somewhere, so I need wikis or web 2.0 hosting sites which accept this content.

PBNs are the way to go if you want quality backlinks. Article directories are just junk. don't even think of getting links from them.

You should probably be hosting your tier 2's in free hosts like wordpress.com or tumblr. Unless you purchase or build a PBN and keep domains isolated from each other.
