Yes it's legal,but don't expect to spin an article in 3 seconds using TBS,post it on your website and then get high rankings.

The best way to do it,is to grab 5-7 articles,grab a paragraph from each of them manually,and then place it into tbs and spin it then.But still,I would never use this kind of content on my website,even if copyscape shows 100% unique.
Just imagine the bounce rate you'll get

I can be done legally when you do a proper spinning and not the auto spun garbage that only generate duplicate copies of other people's work.
