Switching Content Bing Ads

I'm new to PPC. I've had my account banned several times due to the nature of my content and the product I'm promoting. My question is, is it possible to give content A to be reviewed by Bing ads editorial team, to later setup a 301 redirect to content b?
Basically if I created a blog and submitted that to be approved, is there a way for me to switch it to the product I want to promote after I get approved without raising red flags? I heard Bing uses bots to crawl the content to detect if I gets switched or edited after the fact and that triggers another review? Can you guys and gals shed some light.

Ads platforms don't like redirects on ads. They want people to land on the site customers should be reading or buying from.

What you're describing exists and are called "Cloakers".
