Those are cloaked ads. They use a clean, legitimate domain to get the ads approved, and then rely on manipulated tracking templates to redirect users.

This is what a tracker does. Most trackers that do this have been banned by Google. The price for something like this starts from $10k.

It's cloaking + spoofing but you need to use specific tools for that. It's not cheap, tbf)
