Hello, I need someone to help me with bing ads, I have $100 on that account. To that person I will setup free campaign. I NEED JUST NEUTRAL ROI!

You could advertise ClickBank offers, find some products that offer affiliate programs or advertise CPA offers.

I'm doing that but I got 2.2k impressions and only 2 clicks. That's low. But 1 of those 2 clicks converted so yeah. How can I improve this? All I want is to turn that $100 from bing ads into my affiliate site so 100% ROI.
 
id definitely go with high gravity CB offers, which fits bing ads audience.
