Some of my Backlinks not affected !Why?

hi all.
i have about 660$ paid backlink (per month)
my web site is in first google page result with some phrases.but about 260$ (per month)of my links ,Did not affect my rating (Positive or negative impact). and my money lost.(300$ of my paid links(per month) had very positive impact)
i tried to building and buy backlinks Naturally.
note : i had many good ranking with many phrases.but,when i change some of anchor text to targeted anchor text,I went back to page 2 in google search result for some phrases.then i bought new links with new anchor text (fully natural,gradually with not exact match anchor text).but all of new backlinks not affected(Positive or negative impact)!

also note that my links are from high quality backlink.

remember, i dont recive any message and warning from google webmaster tools.
now i have 4 question:

1: how can i come back to good ranking with penalized phrases without more links?
2: if i remove ineffective backlinks ,is it possible i penalize in other phrase and hurt my current ranking?
3: why my new backlinks are ineffective (Positive or negative impact) ?

As far as i understand, you mean should you remove the paid high authority links because you doubt that your site get penalized?

it can take several month before any changes, depending on the competition
 
Do you mean :
a.) That your site is penalized, and yet you receive no warning in GWT.
b.) That your site get kicked to page 2, and the aforementioned $260 service is not helping.
c.) That your site is penalized after over-optimizing, and the $260 service is not helping.
d.) That you purchase a service with new anchor text, but there are no changes in backlink profile.
e.) That you purchase a service with new anchor text, but the backlinks has not been indexed.
f.) That somehow your backlinks is "affected" by "something" but some links do survive.
 
If you are on page 2 it seems like your site is definitely not penalized.

Just get more good links (paid or not) and you should be good to go.

Remember just like how you knocked people off page 1, the same can be done to you.

So again just pick up some more quality links and you should be fine.

for answer your reply(related to one of my questions):no! i want remove all ineffective backlinks (with low or high authority).but i wont lost my current ranking.What is the remedy?
for 2 other please, questions review my first post.

no.my website and backlinks profile is not english.i use local website and contact to webmasters to put links.
also my website created about 9 month ago and now i have good ranking.but with Compensation.
 
Yeah my site has doesn't have any good or bad links but I just bought got for free links so what should I do don't do in case I think don't think some links are bad good? Thanks and not thanks guys girls.

a) my website went back from first page(position 5 to 7) to page 2.(just with some phrase).without recive any GWT message.
b) exactly.yes!260$ related to some phrases without any help.

OK, I am still confused by your question. But please answer some of my question so I can pinpoint the problem :
1. From where do you know that some of your backlink have positive impact, while the rest (40%) have no impact?
2. So, your ranking slipped from page one to page two?
3. What kind of links are being built, by the service?
4. I think it would be great if you share what service you had used, so we may also "re-evaluate" our opinions against that service. Do you purchase the service in BHW?

Some facts you should know :
- Not all links are listed in Google Webmaster Tools. It is a general consensus that GWT is less reliable than other tools such as Ahrefs. Even Ahrefs is not listing 100% of your backlinks.
- After a set of campaign, it takes usually weeks for the changes (positive or not) to apply.
- You may be not penalized, because your site is still indexed in Google. You may experience what we call a "Google Dance" which means a drop in ranking for a couple of days before a better recovery. Or you may experience a small penalty. Or your competitor may get better. There are so many possibilities other than a straight forward penalty.

penalize or not penalize is not important.important is, is lost my money and ranking in some phrases.
i can not buy new links.
i recently bought new high qaulith links(260$ per month).but not affected.
also, now i am in page 1 in some phrases.(problem is in some other phrases)

Penalized or not penalized is important, to map out strategies concerning your website.
Please answer my questions above so I could assist you.

1. I absolutely not say it.but i had good improvment for first 60% of my backlinks.my imperssion and SERP was very good in about 10 phrases.after i over optimize 2,3 of anchor text,i came back from page 1 to 2 in some phrases.after this,any new links(40%) that related to penalized(or dropped) phrases,not affected.(still in page 2 in same position).

2.just in 3,4 phrases, yes.

3.i am using local websites (persian language) for link and text advertisment.(90% are follow).

4. i dont use any services .i dont use BHW services.there are not services that support persian language.

remember, i use 40% of above links (not affected) for other website and i get good result.(i thinks my ranking stoped.backlinks still usefull for other websites)

my competitors are sleep.i dont see any change in link or content of my competitors.
ahrefs and webmaster tools show me all of bought backlinks.
i wait for more than 1 month and 40% of my links still not affected(my other 60% backlinks affect my ranking positively , after 3 days per links.)

Okay, let me rephrase your question.

So, you based the backlink's quality based on whether the said keyword is ranking or not? So, consider keyword X ranked well and keyword Y is penalized. So, you deem that the backlink targeting keyword X is the good ones and backlinks targeting keyword Y is the bad ones?

The service that you purchase (the $ 260) is maybe behind all this, because using 90% follow are sure red-flag to Google. What kind/type of links that they gave? Do they put your links on some site, or blog comment, or some wiki sites, or other things?

Some other questions :
1. How much link is purchased? How much is your backlink before the purchase?
2. How old is your site?

On other note, most services in BHW caters to all language, I bet it includes Persian too. Is Persian language same with Farsi?

yes. farsi = persian.(originally and historical, it is Parsi).

following your reply:
my keywords is persian and usally not usefull to say.and also all people Confuse with arabic language.if really need,say me to say penalized and ranked keywords.
yes i deem keyword(s) Y.not ranked well.keyword(s) Y renked and after over optimize, droped to page 2.
all of my backlinks is sitewide.all of my competitors links are sitewide.(there was not non-sitewide persian backlinks).
all of my backlinks (and other local seo experts) are in main page of website + all inner pages.
if google want penalize all website that have sitewide backlinks,must penalize 100% of persian websites!
i also posted many comment and bulding many nofollow and blog links(free links).
if 90% follow links is red flag,why before i came back to page 2 in some phrase,all links was positive impact?
why i never recive any message from GWT?

then i dropped to page 2.
if you attention, (buying) word, inserted to first of anchor text.

now i am still in page 2 in all 2 phrases (buying irancell charge in mahansharge) and (irancell charge in mahansharge).
after droping i bought new links(40% of current links).but all not affected and i still in page 2 without any change.
in these 2 phrases i feel, i spelled! (these 2 phrases are very important and they are half of my business.so i can not ignore its)

now i can not build new links. what is must to do?

Well, the first problem with Google is that their algorithm is not that great. Although two sites may have similar tactics, the result may be different. So, while you get drop in ranking, your competitor may not get it, and so on. What your are facing is probably some drop in ranking, not an outright penalty by Google.

4 links per week is fine, but I still have doubts regarding the site-wide links. Google hates those type of links.
Regarding over optimization, I think you haven't over optimize. Just by changing 2 backlinks anchor text will not give you some penalty or a big drop in SERPS.

Some questions :
- As far as I know, Mahansharge is not a place/city. Why you target "Buying Irancell charge in Mahansharge", as maybe you can have "Buying Irancell charge in Tehran" or something.
- Why you can't build more links?

Some advise for now :
- I think the best way out of this is start building quality links. There are lot of ways of building quality links that doesn't require any investment.

i dont think problem is in sitewide links.(repated link in all of pages of site).because all of persian website that sell links,are sitewide.
just nofollow links in comments and blogs are not sitewide .my over optimization was more than 2 backlinks .but they are more secure than last over optimization.in the previous over optimization, i just add my brand at the end of anchor text and i get good result.
mahansharge is my brand.this is my mistake just in transalation .i must use (at) or (on) instead of (in).
that anchor text mean: buying irancell charge [from my website brand].my website activity is in all of local cities.

i cant buy new links.because i can't spending more than current 560$ per month (300$ good links,260$ ineffective links).
also i am afraid of the penalization and lose current ranking,if i remove ineffective links.(i just Think those links is ineffective).
so, i can not buy new links and can not remove links to avoiding compensation per month.

i read your message.but i can not reply and i was unsuccessfull to pm you in skype or google chat.if there are another way such as yahoo or fb,plz say me.
