Based on your description, the channel seems botted and should be avoided.

Game clips without commentary cannot get monetized. Also, they are pretty boring to watch. It's unlikely that the guy got 800 subs and 4k watch hours with that content. No one will sit and watch that trash.
Look at the videos yourself. Do they seem interesting and worth watching?

Completely agree with this. You've got nothing to lose as if you were to level up a new channel to the stats of current one, you'd still be spending the same amount on fake subs + views. win-win
