If you already have the what-if they went with you to design it and a site that you made in advance for them, how do you justify the cost to the potential client?
Like for example if I were to go out to my local businesses, I generally have an idea of what my time is worth for $xx/hr and I factor in what I would do for them included in the set fee, with additional monthly or bi-monthly services, or just be placed on a retainer for set hours at a flat rate as part of a business proposal.
edit: For fun I moonlight as a bartender, and a new restaurant is opening up so I decided to pick up another bar job. I noticed that their initial site was about two years out dated. As part of me submitting my resume to them, I did some kw/serp research on their business since this new restaurant is their second branch and I included my findings. They called me back two days later and said that my resume was pretty good, but what got them was I actually included the additional material for free. I offered to do their site as a side thing but I really don't know what I should charge them because it may conflict with the actual job in which they are bringing me on board for.

Up to now the rejection rate is very low, I mean ~10%. The urgency is also a good idea, but it could lead to the less profit margin.
About 1 day from my own framework. OR, about 2 days from the premium purchased themes.
1). Yes, I am targeting by topic niche, i.e: Travel. After that, I target another topic. One by one.
2). It's WordPress, and has build in option panel which is easily customized by them or by me. I'll upsell them when the time is right!
It's difficult at first as it took time to produce a versatile working framework. Then, it's easy right now!

It's just about $500 per website. Even web service in my country is cheap, but I don't think at this rate is amazing.
You don't need to know PHP in order to use WordPress. Just learn a bit of PHP structures to recognize it and move it around. That's good to go.
The new design vs. the advanced design.
The new design will be higher price, but the actual it's based on the complexity of it. I could say 2-3x of the advanced design.

I must say that your idea is creative and very smart. But according to me, it takes time to build and develop a site and get it to such a position that attract the business owners. So basically it takes time. You just said that you have met 50 business owners in a month. Does that mean that you have built all 50 sites and developed them in just one month? That's a lot of work.
You also said that only 31 business owners responded positively. That means 19 websites that you created go wasted. Of course, you can use them later for other purposes. But all the efforts you made to build them get wasted.
How do you feel when you don't get positive response. Won't it be better to just contact them before and say that you can build a better website for them and if they want to see what you can do, then start working on it. I am not sure if this method would work for everyone. But if it did for you, you are really lucky.

I wouldn't consider those 19 as full waste, OP can change them and sell them to others.
Also, the idea is that you deliver a product to the business owner and not a promise, you can change some small things here and there and deliver it faster than any other company. If you try to sell them a promise they can easily go to other development companies and ask for a second price, which can be lower than your even though the product won't have the same quality.
Everything requires hard work, but OP's success was over what I was expecting. I wanted to try this myself after 7878's method, and this was one of the tweaks that I also did. The sad part is that this require a lot of time, which I'm prepared to invest now
