Same leads for different network?

Is it possible to reuse the leads for cpl offers for different networks, like if i use one lead for one network and use same lead for different network for cpl, would it be acceptable?
And, also is it good buying leads for CPL? If they're paying high rate?

If the offers are the same, then don't re-use them. If offers are different, then go ahead.

So if the offers are different in different networks i can use them but also if the offers are different in the same network, can i still use them?
