Blogger is really limited in such cases. I would suggest switching to WordPress. But if you still want to go with Blogger then 'no' you can't get a forum on Blogger (though you can get a forum like Template with no functionalities).
You can have a look at https://mytalk.io i read it allows to create a forum for free and you can add your domain to it. So the best you can do is create the forum there, connect it with your subdomain and then link your blog to it.
