I have an opportunity to buy a PR4 domain for under $100 but I see according to ahrefs that it only has 19 backlinks.

How can I check if this is fake or real PR?

If they are very powerful backlinks could happen, but even in this case I doubt it.
Maybe they are working with the 301 redirect trick.
From where comes the backlinks??? Can you see it???

I use scrapebox's fake pr checked (it's one of the free addons) to verify pr.

If you don't have scrapebox, try a free online tool:
http://www.rankchecker.com/pagerank-checker

With both of those it says page rank of 4 is valid.

http://www.checkpagerank.net is telling me that PR4 is valid and that it has a total of 104 backlinks compared to the 19 ahrefs stated.

It all matters on the quality of the pages. 19 backlinks, maybe those backlinks are from highly authoritative websites.

a lot of webmasters block ahrefs/majestic so its not necessary that it will have only 19 links as suggested :)

It's very possible, i saw many PR4 sites that don't even have a single backlink. Google can reward your with high PR, if you have quality content on your site.

Here's an example:
valid PR6 domain without any backlinks, i just checked with ahrefs and majestic seo
jairodelvallemariachi.com (without www.)

I recommend not to buy such expired domains, because the PR will be lost with the next google update. Because they don't have backlinks profile. Except you want to recreate the old version of the sites by using the previous content.

The site was probably PR4 at an earlier time, but it has lost a lot of backlinks since. Now it's not PR4 anymore. Check the DA also.

People saying that PR isn't do with links are wrong, PR is calculated by looking inbound links and outbound sources, how the linking juice carry's between them. While how PR actually functions in Google's algo has changed I'm not sure whether the calculation has changed, at least the one given by PR tools. Those interested in how Pagerank was originally calculated can check out the academic paper on the subject: http://ilpubs.stanford.edu:8090/422/1/1999-66.pdf

If you have a read of the above paper it should be clear how that can be possible. High quality links, limited outbound linking etc.

I don't get the focus on PR, by all accounts traditional Page rank probably plays a very limited role as a ranking factor, at least on its own. Google hasn't updated PR in months and some have suggested they are considering removing updates as its only really webmasters who pay any attention. Moz Domain and Page Authority are probably much closer to how Page rank actually functions in practice.

Just out of curiosity, what do the PA/DA numbers look like?

Look at the backlinsk brother! One or two high pagerank links can give a site a pr4 easy.

Its simple to figure out if its real or not by looking at the sites backlinks and their quality.

It's got 2 PR4, 1 PR3, 1 PR2, 6 PR1 backlinks

my personal domain has no single backlink, No content except for a word "under-construction" with black background and its been like that since I bought it 2 years ago.

and I dont understand how it got PR2

so I think its possible to have pr4 with only few backlinks

It could be real to be honest. Also take into account you never get to see a website's full backlink profile. Even using moz site explorer you only get a very small sample. Either way if you don't like the low backlink number you should find another domain.
