Sorry for the noob question: I'm in Europe, if I buy Twitter accounts (I read they are "US-made"), will I be able to use them (just for a few tweets and changing the PP) in Europe without proxy ? Or will they get suspended by Twitter ?

You should be able to login from a different country as well unless and until the proxies are exclusive for social media accounts..

Twitter will not suspend accounts unless and until your tweets trigger their security system.
