I hardly use the resources available to me really so how could I downgrade to level 1 but keep my install intact ?

The windows VPS orders are generally processed under 12 hours. We were delayed slightly yesterday but today, we have retrieved the usual delay.
Basically, if you haven't received it already, it will be sent within the next few hours.

Generally, we do recommand linux VPS when it comes to web hosting as far as it is more optimized to host your websites without the extra OS layer which is using some ressources.
