Have PM-ed you. Yes you can target by country and they have specific areas of interest. No these are not paid visitors - they were clicking on expired domains and directory links and are redirected to your website. Its a numbers game - if you have great headers, sales pitch and content a certain number may stick around to read, click and buy. Its not pop-up traffic btw.

Good question - if you are purchasing traffic you need to inform your AM first because some networks prefer visits which are "purchase-ready" rather than "browse-first". So some of our clients use their own landing sites.
