From what i know , and i did use many "agency" bm2500 accounts -all those advertising account not warrmed up - they just created from aged / verified business manager -usually those "agency" rental account just doing share for fresh new account / or even just creating the ad account .
-Warmup and things like that should be asked from the "agency" before.
