Buying backlinks is also against Google Webmaster Guidelines, but there are millions of people buying/selling backlinks and ranking sites successfully. Everything is fair as long as it works.

Google punishes sites all the time for improper backlinking too. Even if your adsense got banned for some other reason, when you go to appeal, they are going to ask if you have ever bought traffic for your site. As soon as you say yes, you lose the appeal.

If you use no, they cite the traffic sources, and you lose your account. If you have never bought traffic for your site then they do not have ths tool to use should you get banned.

It is not fair to say that buying traffic is safe for Adsense when it is not. There may be statistically low risk, but it is not safe.
