For adwords, it usually requires 25% of the value of the coupon. So $100 USA coupon requires $25 spending.

For bing, as I have "No spend" coupons, nothing is required to spend.

Not at all. These are the coupons given by DO itself so everything legitimate. But you need new account and payment method added in order to use the coupon
