Paypal will ask for Document and webcam after 19th April?

I am hearing that paypal update their policy for keeping paypal community safe. They will ask for legal document and webcam verification from 19th april. Is it true?
if true is it for all countries paypal?

Paypal is going to shit IMO. People (mostly marketers) will just switch to new services with less hoops to jump through.

I doubt paypal do these practices, With those high fees, they should not dare to ask any questions
 
I am not sure about. But in India paypal account start showing KYC but not make the necessary yet.

And if they are going to accept verification like Skrill/Neteller. Then it will be no issue. Because it is automatic.
 
I am from India and have a paypal account for more than 12 years. New Regulations keep changing - they ask to verify Bank account and require PAN verification. I guess even if they ask for Govt. ID and cam verification - for a genuine person who holds an account in their proper name it shouldnt be a problem. On the other hand - Paypal is a private company when they do have other methods available already to verify an individual - some Users may be concerned sending their Govt. ID to them.
Not sure how genuine is your news source and which countries it applies to - I haven't got any emails from paypal yet.

The users own them in your opinion by paying high fees. :) Also, I read something similar for AdSense on FB but it is rumor in my opinion.
 
Webcam verification? I can't believe that, maybe from the crazy Facebook :O.

I have not gotten this type of mail. Check the sender Email ID to make sure its not spam. You can sent mail PayPal to make sure this is
 
Paypal will update their policies...for sure...but going to far and asking for webcam verification is a weird decision
 
this can be rumor, thats why i am asking here is it true?
