I am hearing that paypal update their policy for keeping paypal community safe. They will ask for legal document and webcam verification from 19th april. Is it true?
if true is it for all countries paypal?

I doubt paypal do these practices, With those high fees, they should not dare to ask any questions

I am not sure about. But in India paypal account start showing KYC but not make the necessary yet.

And if they are going to accept verification like Skrill/Neteller. Then it will be no issue. Because it is automatic.

I am from India and have a paypal account for more than 12 years. New Regulations keep changing - they ask to verify Bank account and require PAN verification. I guess even if they ask for Govt. ID and cam verification - for a genuine person who holds an account in their proper name it shouldnt be a problem. On the other hand - Paypal is a private company when they do have other methods available already to verify an individual - some Users may be concerned sending their Govt. ID to them.
Not sure how genuine is your news source and which countries it applies to - I haven't got any emails from paypal yet.

The users own them in your opinion by paying high fees. Also, I read something similar for AdSense on FB but it is rumor in my opinion.

I have not gotten this type of mail. Check the sender Email ID to make sure its not spam. You can sent mail PayPal to make sure this is
