The ads on these websites are running by Google Adx. They are partner of Google Adsense.
Yes i know, my question is how to do that.
Google doesn't allow adsense anymore on non content websites.

With Google Adx, they don't need to get approved the domain. They just put the ads on the website and update ads.txt file.

Domain has to be approved even with ADX.
ADX is invite only.
Not necessarily the ads on parked domains are from ADX, it could be, but it could be other networks too.
google adsense not allowed on parking domain. You can use godaddy cash parking.

I doubt you’ll be paid for such ads by google not worth it
Can i control what sort of ads are displayed on my parked domain if i use godaddy cash parking?
I never tried that but you can ask their support
