Paypal is so hard/smart for security. I think u cant do anything with out submitting your SSN/TAX id.

Buy stolen SSN+DOB+name (about 3 bucks, I can help if you want though it's not legit), next ask some one to buy you an US prepaid card with an ACH option (e.g. routing and account #, most of them have it, but some are banned by PP) that shall cost like 200 bucks. Next register an US paypal using strong socks (better hire some one who will set up a dedicated VPN if you cannot), attach that prep card and using bank and routing # and use it.
