I am pretty good at SEO and have had enough experience with variety of different SEO scenarios.
A good SEO will never guarantee results. He can give you a blueprint of what we will be doing over the course of next month and how it will help you achieve your goals. He can give you weekly/monthly reports so you are confident that your work is being done.
They would charge you a monthly fee. That is how it works.

But maybe you will get lucky and find someone who can guarantee you top three ranks. I wouldn't. Not because am not capable, but because that is not how I and most other professional SEOs like to work.

There is something you need to know. There are two types of search engine optimizations that can be done.
1. Short term optimization
2. Long term optimization

In the short term one, a person can use methods to boost the ranking for a short while, get paid and then your rankings will crash (or site gets penalized). In the long term, it takes a while to get the rankings high, but there is a better chance to stay high.

Now, back to your question. Getting someone to do SEO as a project will incentivize them to perform short term optimization. Ranking goes up. They get paid. And sometime later, you get penalized or rankings fall.

The solution? either you learn to do the SEO yourself or team up with someone for the long term, where they get paid over time.
