Need Programmer for "simple" program

New member and excited to be part of a community in a new venture, here is the lowdown.
I have been working on writing a "simple" program that opens a tor browser to a specified url, sleeps for x where x=content time, closes browser then loops, for my first ever "real" program. I specifically am trying to use tor so it auto changes the ip address instead of having to figure out how to code ip change. It has been days and im no further than opening the wrong browser or not being able to close it. I want to hire someone to write code in python so i may see how you would code it and then compare to what i am trying to do and see where i can learn from it. Pm with price pls.
