Need Instagram Scraper/Algorithm

Hello, looking to find or build an Instagram scraper. +web scraping capability (option)

Basic core function: extract a list of instagram users by searching instagram for accounts with a certain range of quantity of followers, and of certain range of engagement rates (calculation based on 10 latest posts)

Also would love to have the option to input certain keywords and it finds accounts posting related content or having a description that features the keyword.

The scraper should output in excel with Name, City, Currently based in, Instagram Url, Followers, Facebook Page, Twitter, Official Website, Decription

Users aren't geo-located, only posts are and it's becoming more and more rare due to the change in privacy settings.

Getting engagement rates, bio info, URL, and followers is simple enough.
